Thirteen operators. Fixed, load-bearing, and normative per the SITP Grammar Specification v1.0. Operators are verbs; parties, files, and amounts are the operands they take.

Federation is an operand form, not a fourteenth operator: any party may carry an @domain suffix — &grenier@grenier.vendor — to reach a party on an independent SITP relay.
